Director of the People Strategy Unit, NICSHR, NI Civil Service
Janine is the Director of the newly established People Strategy Unit within NICSHR. NICSHR delivers HR services and strategic HR advice to all NICS Departments and Janine’s team are responsible for supporting the implementation of the new NICS People Strategy that sets out an ambitious agenda for an inclusive, well led, high performing and outcomes focused NICS. This programme of work includes rolling out apprenticeships; developing a NICS approach to agile working and talent management; revising Employee Relations policies, fundamentally changing the line manager role in these policies; and adopting new approaches to strategic workforce and resource planning.
The People Strategy Unit also has a focus on promoting and embedding diversity and inclusion across the NICS – a core element of the NICS People Strategy. A number of diversity and inclusion initiatives have already taken place such as the NICS’s recent signing up to the Stonewall index, the NI Mental Health Charter and Gender Diversity Charter Mark.
Other initiatives underway include a NICS Gender Action Plan; Disability ‘passport’; Transgender policy; and a Cancer Support Network. The NICSHR team have been leading the way with a number of NICS firsts including International Women’s Day celebrations and participating in Belfast Pride and International Job Shadow Day as an employer.
Before taking up her new role in NICSHR as Director of the People Strategy Unit, Janine was the Director of HR Support Services in NICSHR and Strategic HR Business Partner for DfE and DAERA. She previously held roles in NICS Corporate Human Resources and Centre for Applied Learning, where her work had a particular focus on public policy learning and development.
Janine joined NICS in February 2007 to work in the Department of Social Development Voluntary and Community Unit where she held the posts of Head of the Community Support Unit and then Head of Public Sector Engagement.
She has worked extensively in the third sector and public sector during her career in areas such as health, housing and community leadership/development. She has also worked at Board level in a voluntary capacity with a range of organisations such as Women’s Aid, NI Housing Associations Charitable Trust, Community Development Health Network and Northern Regional College.
