Philip has worked in Environmental Policy and Legislation for 16 years following his return from secondment to the UK Representation to the European Union in Brussels, Strasbourg, and Luxembourg.
While working for the UK Representation, Philip held the coordinating role for the Environment programme of what turned out to be the final UK EU Presidency in 2005.
In 2012 on secondment to the Irish Government Philip chaired expert working groups in Brussels for the Irish Presidency of the EU and continued on to chair the meetings for the Lithuanian EU Presidency. During this time, Philip also led the EU delegation at the UN Basel Convention talks on waste shipments in Geneva and had responsibility for negotiating and speaking to the International Waste Community on behalf of the EU.
Philip is presently the Head of the Waste Policy and Legislation team in the Environmental Resources and Policy Division of DAERA and works closely with colleagues in the Department for Economy in Northern Ireland and with environment and resources policy colleagues across the UK as they consider how best to develop a circular economy for a sustainable future.
